Chinese coal imports fall 11% in H1 2025, hit two-year low in June

China’s coal imports fell 11% year-on-year in H1 2025, customs data showed on Thursday, with June volumes hitting their lowest level in more than two years as high domestic production and logistical constraints weighed on demand. The world’s top coal consumer imported 221.7 million t in the January-June period, down 11% from 249.2 million t a year earlier, according to data from the General Administration of Customs. Imports in June alone slumped to 33.04 million tons, a 26% decrease from June 2024 and an 8% drop from May 2025, marking the lowest monthly volume since early 2023. The decline comes despite a global price environment that has made seaborne coal attractive, with analysts pointing to increased domestic output and persistent infrastructure bottlenecks.

Supplier Dynamics Shift

Indonesia remained China’s largest supplier, though its shipments fell 12% to 91.0 million tons in H1. Russia held its position as the second-largest source, but its exports also declined by 4% to 43.6 million tons. The data indicates a slight market share realignment. Russia’s share in Chinese imports grew to 19.7%, up 1.5 percentage points from H1 2024, not because its volumes increased, but because its decline was less severe than the overall market contraction. Indonesia’s share went down to 41.1%. Shipments from Australia and Mongolia also saw modest declines of 1% and 4%, respectively.

Domestic Production and Policy Interventions

The pressure on imports has been largely driven by a 6% rise in China’s domestic coal production in the first five months of the year. However, the market outlook is being watched for potential tightening. In July, Chinese authorities launched safety and environmental inspections at coal mines across eight major producing provinces. These measures are widely viewed by analysts as an effort to curb overproduction and could limit output growth in the second half. These inspections could tighten domestic supply and put upward pressure on local prices. If domestic prices firm, it could make imported coal more competitive again. The interplay between domestic policy, logistical hurdles, and global prices will be the key determinant for China’s import demand in the coming months, with the potential to impact international coal markets.
